The scale of time

If time is a measure of events.  Events at the large scale of the universe occur at unimaginably slow speeds.  Galaxies seem frozen in place even though they are moving at significant speeds.  My idea is in the quantum world events occur so fast that we are not able to grasp the speeds or the time scale at which they occur.  Our observations that electrons are everywhere until measured is simply an artifact of our inability to measure time or events at these scales.
